Patrick “Kit” Bobko is an accomplished public servant, trial attorney, and founder of Bobko Law APC, a litigation boutique in Newport Beach.

Kit brings over two decades of legal and civic experience to the courtroom, representing both public and private clients in high stakes cases involving land use issues, contract disputes, election contests, writs of mandate, and appeals. Kit has also served in advisory roles, including as the City Attorney for the City of Buena Park, and is currently General Counsel to the Orange Countywide Oversight Board.

Kit is a former two-term City Councilman and Mayor of Hermosa Beach, California. Among his accomplishments in office, Kit led the team that revitalized Hermosa Beach's famous Pier Avenue and resolved the decades-old legal battle with Macpherson Oil, a dispute that had threatened the city's very existence.

A Local Leader Who Gets Results

Kit has been involved in high-stakes litigation and resolving complex matters throughout his career:

  • Represented an Inland Empire Community Services District against a large regional city in a $240,000,000 contract dispute over the regional wastewater treatment plant. The Community Services District prevailed and defeated the city's breach of contract claims. More importantly, the Community Services District confirmed the bargained-for terms of the contract meant exactly what they said and will govern the parties' relationship going-forward.
  • Authored an amicus brief on behalf of 21 Orange County cities supporting Sheriff Don Barnes in litigation with the ACLU over inmate releases during the pandemic.
  • Represented a coastal Orange County city in its successful effort to reopen public beaches following Governor Gavin Newsom's statewide closure order during the pandemic.

Always at the Service of the People

Kit Bobko has spent his life in service - a value deeply rooted in his family. Whether leading as a Captain in the U.S. Air Force or serving as Mayor, Captain Bobko has consistently been guided by a deep sense of duty to his community and country, always acting in the name of justice.

  • Represented a large, central Orange County city in an administrative writ proceeding against a multi-million-dollar recycling company in a dispute over the scope of operations and decades-old Conditional Use Permits (CUPs). Resolved the matter short of trial with the recycling company agreeing to amortize their operations in 36-months with no corresponding pay-out or monetary commitment from the city.
  • Led a multi-agency response to effectively address an unsafe homeless encampment, coordinating with local services to relocate residents to shelter.
  • Represented an individual where the deed to his late step-mother's home had been forged and fraudulently transferred to a third-party. Initiated a quiet title action, resolved the title issues through probate, and ultimately settled with the title insurance company for more than $800,000.
  • Represented an elected Southern California County Auditor-Controller against the County that was attempting to divest her of her statutory authority and impair her ability to accomplish the duties of her office.
  • Represented the County of Orange in all aspects of the recovery and clean-up of the October 2021 oil spill off the coast of Huntington Beach. Successfully recovered $1,000,000 in clean-up costs for the County.
  • Represented a small business in recovering nearly $1,000,000 against a city that improperly initiated a "nuisance abatement" proceeding which ultimately resulted in the business' destruction.
  • Served as Co-Chairman of a blue-ribbon education committee that was recognized with the Making a Difference for Children Award for advancing education reform and revenue strategies for local schools in Hermosa Beach.
